I used TransMac on Windows 7 to restore the image file I had to the Flash Drive, it created a bootable Mac image on my flash drive.

Dryden's Link, I was able to use the Diskpart command to clean and prep a GPT partition on a flash drive for an OSX Mavericks install image. I was never able to write a Mac installer image to my Flash Drive and have it bootable, unless I did it on a Mac. It is easy to change your PC’s boot order in the BIOS if you want to use the drive to install Windows 11, either by itself or with a Linux dual boot setup.I know this question is old but it is still valid. This may take a while depending on your internet speed. The Media Creation Tool will download Windows 11 from Microsoft’s servers. Select the USB drive you want, and then click “Next.” Be absolutely sure there is nothing important on the drive before proceeding past this point. Warning: Using the Windows Media Creation Tool will wipe everything on the USB drive you choose. Tip: Before you try to use the bootable drive, check if your PC can run Windows 11. An external solid-state drive (SSD) or external hard disk drive (HDD) would also suffice.
